The Tumu Tuarua – Te Arataki Pūnaha | DCE System Leadership will lead a group that transforms how we develop and improve using data and insights to drive decision making, focus our performance, and develop strategy, policy, business planning and performance monitoring.

The DCE will lead policy thinking on complex systemic issues relating to the prevention of harm to children, and to ensure priorities and decision-making are underpinned by Te Tiriti obligations. This role will lead the transformation of data and information into meaningful insights that are used to develop compelling policy interventions to lift organisational performance.

This role will develop a clear strategic direction and hold the organisation to account for achieving our objectives. It will also collaborate and influence and lead across the system to bring clarity to complex issues, working across government, iwi, key partners and stakeholders.

You must have significant experience as a senior public sector leader leading policy, strategy, data and evidence along with senior-level people leadership capability, and sector-wide collaboration and influencing.

 

Tumu Tawhiro | Chief Social Worker

The Tumu Tauwhiro | Chief Social Worker is a senior leadership position of influence and engagement and will amplify the voice of the social worker. Sitting at the leadership table the Chief Social Worker will be the authority regarding social work provide clarity regarding social work practice, bringing a social work perspective to all parts of Oranga Tamariki and our work programme. This role will provide independent advice to the Tumu Whakarae | Chief Executive, and be the organisation’s spokesperson on social work matters.

The Chief Social Worker will work closely with the DCE Quality, Practice & Experiences and will engage across the wider social work community and sector to influence best practice and professional competence.

The Chief Social Worker will have extensive social work experience gained in a senior leadership capacity, along with a thorough understanding of the machinery of government. You will be a thought leader for social work and a strong advocate of the profession. It is a position of influence and advocacy.

 

Hautū Te Tari O Te Tumu Whakarae | Director Office of the Chief Executive

The Director will lead the Office of the Chief Executive support and expert advisory roles including Māori, Pacific and Disability, as well as communications and engagement, organisational governance and risk and assurance functions.

This role will be responsible for working alongside all our DCEs, being an extra set of organisation-wide eyes and ears for the Chief Executive. This position plays a critical role in ensuring matters related to organisation performance, risk and reputation are identified early and addressed promptly.

The Director will be a senior leader experienced in leading risk and assurance, managing relationships with Ministers’ offices, leading expert advisors, along with in-depth experience of the machinery of government. This person will naturally grasp internal and external risks and opportunities, balance these and provide insight and advice to the Tumu Whakarae | Chief Executive. It will also represent the Tumu Whakarae | Chief Executive at the highest levels and ensure the reputation of Oranga Tamariki is managed astutely and effectively.

The Tumu Tuarua – Ngāi Māori, Te Kōtuinga, me ngā Hapori | DCE Māori, Partnerships and Communities is a pivotal role in restoring and building public trust and confidence in how Oranga Tamariki works effectively with partners and communicates to keep tamariki safe. The DCE will ensure partnerships are developed, managed locally, and provide partnering strategies, frameworks, service design and support. The DCE will take the lead in ensuring the voices of tamariki and whānau are used to influence policy, strategy, practice, and operations across the organisation.

The DCE will be a senior leader with extensive networks across Māori and iwi nationally. You will have the ability to build critical relationships and focus on empowerment and delivery of services through others.

 

Tumu Tuarua – Te Tuku Ratonga | Deputy Chief Executive (DCE) Service Delivery

A driven leader with service delivery excellence as a core competency, your accomplishments as a change agent in an operations context will support you to build and lead a revised model for service delivery across all Oranga Tamariki services.

The DCE will drive service delivery performance, strengthen connectedness across the services we provide and deliver consistent services to meet the needs of tamariki, rangatahi, whānau, and communities.

You will have significant experience leading and improving large operational services. In this role, you will lead approximately 5,000 staff to deliver ‘distributed and in-person’ social services across the country through regional and local level partnership and approaches, national practice and support.

The Tumu Tuarua – Te Tangata, te Ahurea, me ngā Ratonga Whakatutuki Mahi |Deputy Chief Executive (DCE) People, Culture & Enabling Services will be experienced leader who knows how to develop organisation-wide specialist services in a way that supports and enables the organisation to perform at its best.

You will play a pivotal leadership role in fundamentally shifting the culture of the organisation to ensure delivery of positive transformative change.

This role will suit someone with senior experience leading the full range of enabling services in a public sector environment – people, finance, technology, legal, data and health, safety and security.

You need to be someone who is looking for a larger scale challenge and who has demonstrated success shifting culture to improve performance. You will be a strategic thinker who can identify those people and change initiatives that will have the greatest impact on our outcomes and work collectively to successfully implement organisational change.

A skilled change management expert, the Director Transformation will have an eye for detail like no other, able to see unspoken connections between change initiatives. You will have a well-tuned risk management radar and the ability to coordinate, prioritise and sequence the big picture of change. You will lead through this intensive period of change by influencing, collaborating and working collectively with senior leaders.

The Director Transformation will support the Tumu Whakarae | Chief Executive and Leadership Team to steer Oranga Tamariki through a significant change process. This change will see the organisation move to a locally-led, centrally-enabled approach to services for tamariki and whānau. As the single point of co-ordination for the change programme of work, you will be tasked with identifying accountabilities, responsibilities, required resources and timescales, as well as deliverables. Alongside this you will be tasked with delivering specific cross-cutting pieces of change work specifically commissioned by the Chief Executive.

You will have managed large-scale public sector change programmes and have experience in delivering results through others especially through your relationship development and influencing skills.

This is an 18-month fixed term position.
